Dickinson County Board of Supervisors

      Present are Supervisors Chairperson David Gottsche, Mardi Allen, Paul Johnson-absent, Pam Jordan and Wayne Northey.

 

      Moved by Northey, seconded by Allen to extend the Ferguson’s Building demolition contract completion date to March 20, 2007, due to the adverse weather condition.  All present voted aye.

 

      Sheriff present with staff appointments and a letter of understanding with the union contract.  Moved by Northey, seconded by Jordan to approve the Letter of Understanding as follows:  Dickinson County, Iowa, (the County) and the American Federation of state, county and Municipal Employees (the Union) enter into the following Letter of Understanding:

1.     The County and the Union have agreed to a change of work schedule for the jailers.

2.     The contract Language of Article 7 of the existing agreement shall be amended as follows: A:  The work hours for jailers shall be changed from eight (8) hours to twelve (12) hours.  The work hours for jailers shall be as follows:  6:00 A.M. to 6:00 P.M.; 6:00 P.M. to 6:00 A.M.  B.  Jailers shall be granted one (1) forty-five (45) minutes meal period with pay during the course of a twelve (12) hour shift.  Jailers shall receive a fifteen (15) minutes meal period for each four (4) hours worked beyond their regularly scheduled shift of twelve (12) hours.  The meal period shall be scheduled at the approximate middle of the shift.  The jailer is expected to respond to calls if necessary during his/her mealtime.  C.  Jailers shall be granted a fifteen (15) minute rest period during each four (4) hours of the jailers shift.  The scheduling of rest periods shall be at a mutually agreed upon time.  The current language concerning rest periods that take place during the hours beyond a regularly scheduled shift will remain the same.

3.     The County and the Union acknowledge that this Letter of Understanding has been executed to finalize the verbal agreement reached by the parties regarding hours of work, meal periods, and break periods for the jailers.

 

All present voted aye.

 

      Moved by Allen, seconded by Jordan to approve the appointment of Dallas Lowery from part-time jailer to full-time jailer at a starting salary of $11.57 per hour, effective March 18, 2007.  All present voted aye.

 

      Moved by Allen, seconded by Jordan to approve the appointment of Joshua A. McClain as full-time jailer at a starting salary of $11.18 per hour, effective March 7, 2007.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the proposal of Building Innovations, Inc. in the amount of $5,000 for Project Management for the Oak Haven Care Facility Cooling and Ventilating System project.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the maintenance agreement with Liebert Global Services for ups equipment in new courthouse, effective March 13, 2007 through March 12, 2008 at annual costs of $4,950.00.  All present voted aye.

 

      Sheriffa Jones, Iowa Lakes RC&D office, present with information on her position as Historic Preservation Consultant and how she can assist communities in preserving historic buildings through access to grant possibilities.

 

      There being no further business presented before the Board, it was moved by Johnson, seconded by Allen to adjourn.  All voted aye.
