County Board of Supervisors
Present are Supervisors Chairperson David
Gottsche, Mardi Allen, Paul Johnson, Pam Jordan and Wayne Northey.
Board discussed the used equipment and
furniture/furnishings that is not being used in the new building and is being
stored at the Milford County shed. There
will probably be more after Phase 2 of the building project is complete and
could have a second sale. Three dates
were discussed as possible auction days.
Moved by Northey, seconded by Allen to set July 23 for a one-day auction
sale at the County shop in Milford for the equipment, furniture, furnishings
and unneeded office supplies that are being stored in the shop from the old
courthouse. All voted aye.
Board discussed the art integration
project for the new courthouse as well as the owner’s report gave a progress
report on the current construction and asbestos abatement.
Moved by Allen, seconded by Northey to
approve the Class C liquor license renewal and outdoor service area
applications of Okoboji Barz, Inc., dba Barefoot Bar. All voted aye.
County Engineer present. Moved by Northey, seconded by Johnson to
approve a new 24-fiber cable along County Road M27 from Highway 9 northerly to
the city of Lake Park. Said line will be
buried 36 inches deep in Section 34 of Silver Lake Township. All voted aye.
Moved by Johnson, seconded by Allen to
approve a perpendicular crossing of a 2-inch potable waterline for Osceola
Rural Water on 280th Street approximately 44 feet west of the
intersection of 110th Avenue, said crossing is between section
numbers 18 and 19 of Excelsior Township.
All voted aye.
Moved by Allen, seconded by Northey to
approve the 2007 Dickinson County Secondary Road Department Budget for the Iowa
Department of Transportation. All voted
aye.
Moved by Northey, seconded by Allen to
approve the purchase of five 2007 Sterling Tandem Axle Dump Trucks from Boyer
Trucks of Sioux Falls, SD in the amount of $361,490 after the trade of unit
numbers 61, 62, 134, and 143. This does
not include the trade of Unit 63 that will be sold to Beck Excavating for
$16,100 and unit 132 which will be sold to the City of Lake Park for $14,501;
all units are sold in “as-is” condition and will not be delivered to the new
owners until the new trucks have arrived.
All voted aye.
Time for the public hearing on the new
manure management plan for David Lorch, Section 18 of Excelsior Township. Chairperson asked for any public
comment. There being none and no written
or oral objections filed, the hearing was closed to the call of the chair. Since there was no comment, the board will
not make comment to the state.
Time for the public hearing on the new
manure management plan for New Fashion Pork, Farm 192-White. Several residents were in attendance. Concerns were expressed with the amount of
manure to be spread and well as the possibility that the land draining into
Christofferson Slough and Swan Lake.
Moved by Johnson, seconded by Jordan to instruct the Assistant County
Attorney to draft a letter for the board’s review next week to DNR expressing
the board’s concern over the manure management plan and that some of the land
in the proposed plan in the environmentally sensitive area near Christofferson
slough and Swan Lake, which drain to the West Fork of the Des Moines River. Roll call vote: Johnson-aye, Jordan-aye, Allen-nay,
Gottsche-aye, Northey-aye. Motion
carried.
There being no further business presented
before the board, it was moved by Allen, seconded by Jordan to adjourn. All present voted aye.
