County Board of Supervisors
Present are Supervisors Chairperson David
Gottsche, Mardi Allen, Paul Johnson, Pam Jordan and Wayne Northey.
Larry Stoller, Chairperson of the
Dickinson County Compensation Board, present with that board’s recommendation
for the salaries of the elected officials for the fiscal year 2006-07. The recommendation was a 4% salary increase
to all county elected officials. Mr.
Stoller gave the data used, comparisons and the reasoning behind the Comp. Board’s recommendation. The supervisors will act on the
recommendation at next week’s meeting.
Moved by Allen, seconded by Northey to
re-appoint David Gottsche as Chairperson and Pamela Jordan as Vice-Chairperson
of the Dickinson County Board of Supervisors for the year 2006. All voted aye.
Moved by Johnson, seconded by Jordan, with
all present voting aye to make the following appointments to the various boards
and committees for county representation:

Board of Health for a three-year term each.

designate the Dickinson County News as the official newspaper for county
publications. All present voted aye.
Moved by Northey, seconded by Allen to
approve and adopt the following resolution entitled: CONSTRUCTION EVALUATION RESOLUTION
WHEREAS, Iowa Code section 459.304(3) sets
out the procedure if a board of supervisors wishes to adopt a “construction
evaluation resolution” relating to the construction of a confinement feeding
operation structure; and
WHEREAS, only counties that have adopted a
construction evaluation resolution can submit to the Department of Natural
Resources (DNR) an adopted recommendation to approve or disapprove a
construction permit application regarding a proposed confinement feeding
operation structure; and
WHEREAS, only counties that have adopted a
construction evaluation resolution and submitted an adopted recommendation may
contest the DNR’s decision regarding a specific application; and
WHEREAS, by adopting a construction
evaluation resolution the board of supervisors agrees to evaluate every
construction permit application for a proposed confinement feeding operation
structure received by the board of supervisors between February 1, 2006, and
January 31, 2007 and submit ad adopted recommendation regarding that
application to the DNR; and
WHEREAS, the board of supervisors must
conduct an evaluation of every construction permit application using the master
matrix created in Iowa Code section 459.305, but the board’s recommendation to
the DNR may be based on the final score on the master matrix or may be based on
reasons other than the final score on the master matrix;
NOW, THEREFORE, BE IT RESOLVED BY THE
BOARD OF SUPERVISORS OF DICKINSON COUNTY that the Board of Supervisors hereby
adopts this construction evaluation resolution pursuant to Iowa Code section
459.302(3). All voted aye.
Roger Gilbert, owner’s representative for
the courthouse construction project present with his weekly progress report on
the construction of the new courthouse.
Assistant County Attorney Saunders present
information on a quiet title action brought by Chad and Rita Thompson for a
platted alley way in Montgomery. Moved
by Northey, seconded by Jordan to accept the service of petition and to
authorize the chairperson to sign the acquiescence of quiet title action for
the platted alley way in Montgomery as brought by Chad and Rita Thompson. All voted aye.
Moved by Northey, seconded by Allen to
stamp warrants in Drainage Districts 1 and 5 for the current petitions filed
and to set the interest rates for these stamped warrants at 6%. All voted aye.
Mike Ehret, Emergency Management
Coordinator, present with a proposal for sirens at different locations within
the unincorporated area of the county to alert residents of dangerous weather
conditions. There are 10 locations
proposed: south side of Little Spirit,
north side of Big Spirit, Pasture Road, Harlan Beach/Angler’s Bay, Triboji
Beach, Egralharve/Van Steenburg Estates, Elinor Bedell State Park, YMCA Camp,
Kelly’s Beach/Moore Lake, and Horseshoe Bend.
Each siren would include a battery back up in case of power failure and
would be capable of being activated by the Communications Center via radio or
by either of the back-up dispatch locations.
The cost per siren would be $7975.50 for equipment, $4900.00 for pole
and installation for a total of $12,875.50 per siren. Board made no decision at this time, but will
consider during the budget process.
Moved by Allen, seconded by Johnson to
approve the Sheriff’s appointment of Geraldine Evans as full-time dispatcher at
pay grade 3, level 4 at the rate of $11.53 per hour effective January 3, 2006
and Ashley Bolluyt as full-time jailer at a pay grade 2, level 2 at the rate of
$9.73 per hour. All voted aye.
Jerry Jones present to discuss his
proposed subdivision on parts of Sections 15 and 22 of Spirit Lake
Township. There is proposed to be a
county road to service the 64-lot subdivision.
Costs to be paid for by an urban renewal area with the county’s share at
$378,000, City of Orleans at $30,000 for infrastructure, and Mr. Jones at
$620,000. The county is proposed to bond
for the improvements and that be paid back through the use of the TIF revenues
generated by the urban renewal district. Mr. Jones would donate back to the
Dickinson County Trails Board land for a future bike trail through the
subdivision. The board will continue
discussions of this project at a future board meeting.
Non-actionable board items were shared
amongst board members.

before the board, it was moved by Allen, seconded by Johnson to adjourn. All present voted aye.
