Dickinson County Board of Supervisors

      Present are Supervisors Mardi Allen, Pam Jordan, and Wayne Northey.  Absent are Paul Johnson and Chairperson David Gottsche.

 

      Steve Hopkins, Dickinson County EMS Association, present to answer any questions from the request last week to place five automatic external defibrillators in the new courthouse.  Following discussion, it was moved by Northey, seconded by Allen to approve the purchase of five automatic external defibrillators, with three on the first floor and two on the second floor of the new courthouse, at a cost to the county of $3,800 after the grant money is received and with the training to be provided by Dickinson County E.M.S. Association at no additional cost.  All present voted aye.

 

      Mike Hawn, H&H Recycling, present for the contract renewal with the county for the pick-up of curbside recycling goods.  Mr. Hawn’s wants to increase the per month cost to the county for the unincorporated area from $2900 to $4000.  After negotiating, Mr. Hawn stated that he would be agreeable to a month-to-month contract at $3800 per month.  A decision was tabled until June 28 at 10:15, following discussion that another vendor is interested in submitting a proposal.

 

      Courthouse project owner’s rep. is present with three change orders to the original contract with McHan Construction for the new courthouse.  Following review, it was moved by Allen, seconded by Northey to approve Change Order #12 in the amount of $12,410 for modifications to lintels L3&L 7 and modifications to exterior window openings and walls at Jail, Toilet/Shower 1200C, Corridor 21C9 and Counsel 2200.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve Change Order #13 in the amount of $13,206.00 for various jail modifications and clarifications.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve Change Order #14 in the amount of $11,689.00 for the addition of Unisex toilet in basement with associated equipment and Mump P3A and P3b motor modification.  All present voted aye.

 

      County Engineer present as well as Tim Horan to request approval of a CRP practice within Drainage District 61 CDE.  Following a review of the proposed project, it was moved by Allen, seconded by Northey to approve Conservation Reserve Practice wetlands in Lloyd Township Section #26 for Laverna Griffin with the wetlands within DD Joint 61CDE, contingent on Clay County and Emmet County drainage trustees approval.  All present voted aye.

 

      Moved by Northey, seconded by Allen to approve the final voucher to Beck Excavating, Inc., in the amount of $2663.10 on Project L-565, also known as the War Eagle Grading project.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the final voucher to Cohrs Construction So, in the amount of $9291.60 on Project L-FM-569, also known as the A-15 Culvert Replacement project.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the final voucher to Rohlin Construction Co. in the amount of $4328.03 on Project L-583, also known as the Miscellaneous HMA Patching project.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve a contract with Midwest Contracting of Marshall, Minnesota in the amount of $109,802.60 for Project L-582.  The project is also known as the Superior Township Culvert Replacement project and the roads will be closed to through traffic during the construction.  All present voted aye.

 

      Moved by Northey, seconded by Allen to approve an Emergency Force Main Utility permit for Iowa Great Lakes Sanitary District in Lakeville Township, Section numbers 1 and 12.  The new force main is being constructed due to a failure of the existing main and some of the reconstruction work will lie in the 220th Avenue and 155th Street rights of way.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the contract agreement with Maximus, Inc. for cost allocation services at an annual cost not to exceed $3,773 for the Fiscal years 2005, 2006, and 2007.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the contract with The Humane Society of Northwest Iowa, for animal shelter services at a cost of $200 per month.  All present voted aye.

 

      Moved by Northey, seconded by Allen to approve the recommendation of salary of $5.15 per hour for Ashley Bolluyt when training as dispatcher.  All present voted aye.

 

      Moved by Allen, seconded by Northey to approve the following Fireworks Display Affidavits:  Tim Drinkle, Lake Park Show

      Kevin Grieme, Health Planner Siouxland District Health Department and Mary Dunleavy, Dickinson County Public Health present with information on CDC Region 3 Emergency Preparedness Basics including local public health bio-emergency planning.
