Dickinson County Board of Supervisors

      Present are Supervisors Mardi Allen, Paul Johnson, Pam Jordan, Wayne Northey, and Chairperson David Gottsche.

 

      Bob Schlaeger, Owner’s Representative, present with change orders to be approved for the courthouse project.  Moved by Jordan, seconded by Allen to approve Change Order #8 in the amount of $9305.00 for various modified duct routes around structural sheer walls and addition of voice outlets and power receptacles at various locations.  All voted aye.

 

      Moved by Johnson, seconded by Jordan to approve Change Order #9 in the amount of $11,341.00 for detox toilet trim and fire sprinkler system switch to 911 modifications and clarifications and west stair columns and CMU modifications.  All voted aye.

 

      Moved by Northey, seconded by Allen to approve Change Order #10 in the amount of $9,411.00 for dumpster location modifications at south service drive & perimeter base material modification.  All voted aye.

 

      Time for the accepting of sealed bids for the asbestos abatement project.  The following bids were received:  Remediation Specialists, N. Sioux City, IA--$52,003; Pro Environmental abatement Co., Des Moines, IA--$62,752; Mid-States Asbestos Removal (MSAR), Davis, SD--$44,900; Great Plains Asbestos Control, Kearney, NE--$70,142.00.  Bids will be reviewed and awarding of the successful bid will be on the Board’s agenda for May 24, 2005.

 

      County Engineer present.  Time for the bid letting for Project L-546, also known as the County Home widening and resurfacing project.  The following bids were received:  Kruse & Sons, Lakefield, MN--$281,414.79; Rohlin Construction, Estherville, IA--$291,911.23, Following a review of the bid tabulation, it was moved by Northey, seconded by Johnson to accept the low bid in the amount of $281,414.79 submitted by Kruse & Sons, Lakefield, MN for Project L-546.  All voted aye.

 

      Time for the bid letting for Project L-582, also known as Superior Township Miscellaneous Culvert Replacement project.  The following bids were received:  Gus Construction, Casey, IA--$186,237.00; Midwest Construction, Marshall, MN--$109,802.60; Beck Excavating, Spirit Lake, IA--$130,110.75; Cohrs Construction, Spirit Lake, IA--$122,656.10.  Following a review of the bid tabulation, it was moved by Allen, seconded by Northey to accept the low bid in the amount of $109,802.60 submitted by Midwest Construction, Marshall, MN for Project L-582.  All voted aye.

 

      Moved by Northey, seconded by Jordan to approve the Qwest Utility permit application to approve a 50 pair telephone cable on 125th Street for approximately 1200 feet.  This cable will replace the temporary phone facility in place for the county’s fall 2004 box culver replacement project located in Silver Lake Township Section 23.  All voted aye.

 

      Time for the consideration of amending Zoning Ordinance 102 in all zoning districts, Bulk Regulations, Maximum Height, to add wording that protects the approach zones of an existing airport.  Following a review of the proposed amendment articles, and there being no written or oral objections to the proposed amendments, it was moved by Allen, seconded by Jordan to concur with the recommendation of the Zoning Commission and amend Dickinson County Zoning Ordinance #102 as follows:

 

Article #5      A-1 Agricultural District, Section 5.  Build Regulations, F.  Maximum Height:  To change the wording from “any” airport to “an existing” airport.

 

Article #6 A-2 Environmentally Sensitive District, Section 5 Build Regulations, F. Maximum Height:  To change the wording from “any” airport to “an existing” airport.

 

In the following districts under Bulk Regulations, Maximum Height, to add the wording as follows:

 

No structure shall be permitted to extend into the approach zones, clear zones, or other restricted air space required for the protection of an existing airport.

All voted aye.

 

      The Board discussed the records that will have to be moved and stored when Phase 1 of the courthouse is completed.  Some of the records in the attic and basement vaults can be moved and stored at this time.  The Board decided to target July 1, 2005 for having a trailer spotted on the courthouse grounds and to have the records identified as to what can be stored in it.
