Dickinson County Board of Supervisors

      Present are Supervisors Mardi Allen, Paul Johnson, Pam Jordan, Wayne Northey, and Chairperson David Gottsche.

 

      9:30 A.M.        Time for the public hearing on the proposed telephone/communications system for the new courthouse.  There being no written or oral objections, it was moved by Jordan, seconded by Johnson to approve the plan, specifications and form of contract for the acquisition and installation of a new telephone system for the new courthouse and to set the date for the receiving of bids for June 7, 2005.  All voted aye.

 

      The Board did a final review of the proposed HIPAA Security Policies and Procedures.  Supervisor Allen informed the board that both bargaining units had been informed of the intent to adopt the policies and procedures.  Moved by Northey, seconded by Allen to approve and adopt the Security Policies and Procedures for the Health Insurance Portability and Accountability Act of 1996 for Dickinson County as presented.  All voted aye.

 

      Moved by Allen, seconded by Jordan to approve the collective bargaining agreement between the American Federation of State, County & Municipal Employees, AFL-CIO, Dickinson County Sheriff’s deputies, Jailers, dispatchers and secretary and Dickinson County, effective from January 1, 2005 to June 30, 2008.  All voted aye.

 

      Moved by Northey, seconded by Allen to approve the quotation of Koth Refrigeration to replace condensing unit at Oak Haven Care Facility with new correct Trane Condenser, including suction and liquid line dryers with new refrigerant, at an installed price of $1946.00 with warranty including 5 year parts and a 10 year compressor warranty, and 3 year labor.  All voted aye.

 

      Moved by Northey, seconded by Johnson to approve the courthouse construction change order #7 in the amount of $3837 for the paperback insulation instead of friction-back.  All voted aye.

 

      Time for the public hearing on the rezoning request of Bradley & Sheryl Caughey to rezone from GC General Commercial to R-1 Suburban Residential District for Lots 6 & 7, of Mitchell Acres.  There being no written or oral objections presented, it was moved by Johnson, seconded by Allen to concur with the recommendation of the Planning and Zoning Commission to rezone Lots 6 & 7 Plat of Mitchell Acres from GC General Commercial to R-1 Suburban Residential.  All voted aye.

 

      Moved by Allen, seconded by Northey to approve and adopt Ordinance No. 05-02 AN ORDINANCE AMENDING THE DICKINSON COUNTY ZONING ORDINANCE 102 PROVIDING FOR A CHANGE IN THE CLASSIFICATION OF REAL ESTATE, FROM GC GENERAL COMMERCIAL DISTRICT TO R-1 SUBURBAN RESIDENTIAL DISTRICT AND AMENDING THE OFFICIAL ZONING MAP FOR DICKINSON COUNTY UNINCORPORATED AREA.  All voted aye.

 

      County Engineer present.  Moved by Allen, seconded by Johnson to set the letting date for Projects L-583 for May 17, 2005 at 10:30 A.M. and to set a letting for Project L-546 for May 17, 2005 at 10:45 A.M.  Project L-583 is a multiple culvert replacement project in Superior Township and Project L-546 is the 170th Street widening and resurfacing project, aka County Home Road.  All voted aye.
