County Board of Supervisors
Present are Supervisors Chairperson David
Gottsche, Mardi Allen, Paul Johnson, Pam Jordan and Wayne Northey.
Owner’s Representative present with weekly
new courthouse construction report. The
Board also discussed exploring the possibility of adding a basement under the
Phase Two portion of the new courthouse.
It was brought up to have the steel work in place for the future but not
to finish off at this time with a floor, etc.
An estimate has been received for this from the architect, but it is not
known if the estimate included finishing the basement portion or not. This item will be discussed more at the
construction progress meeting on Thursday.
Also discussed as the revised phase fee for David Dahlquist for artwork
integration for the new courthouse and signage in the new building. This revised fee will be acted on at next
week’s meeting after the board has a chance to look over the proposal.
Bob Vernon, Dickinson County Taxpayers
Association, present with a proposal to the board for the sharing of services
between the county and the 10 cities of the county. He is requesting that the board form a
commission to do a survey at an approximate cost of $20,000. The survey is authorized by House File 872 as
passed by the legislature in 2004. Mr.
Vernon also handed out a proposal for Iowa law changes of new laws needed in
2006 concerning the sharing of services since current law states “merger or
consolidation” of services rather than sharing of services. He also stated that there are persons willing
to meet with the board that are sharing services and shared studies that had
been done. The Board took his request
under advisement for future discussion.
Gottsche absent. County Engineer present. Moved by Northey, seconded by Allen to make
the following changes to the Level B Services routes in Dickinson County: 1.
Change 225th Avenue through sections 19 and 30 of Spirit Lake
Township from Level A to Level B and 2.
Change 140th Avenue between sections 10 and 11 of Westport Township
from Level B to Level A. All present
voted aye.
Moved by Allen, seconded by Northey to
approve a new 3-phase overhead power line to rebuild an existing distribution
line along 260th Avenue in Sections 22 and 27 of Spirit Lake
Township. Said utility work will be
outside of the roadway clear zone and shall not interfere with the Dickinson
County M 56 resurfacing project. All
present voted aye.
The Board adjourned to 1:30 to the
Community Building for their annual meeting with the Township Trustees and
Clerks held by the County Engineer.

adjourn. All present voted aye.
