      Present are Supervisors Chairperson David Gottsche, Mardi Allen, Paul Johnson, Pam Jordan and Wayne Northey.

 

      Barry Lawrence, Multimedia consultant for the courthouse project, present with a recommendation concerning the bid taken a couple weeks earlier.  The recommendation included additions and deletions to the submitted bid.  Following the review, it was moved by Allen, seconded by Jordan to accept the bid proposal submitted by Mid States Audio, with the following additions and deductions:  Base Bid-$81,500

      Deducts:  one plasma with cart and adaptor-$4000

            One wireless lavaliere from each room-$1500

      Adds:

            Telephones interface and control to room 2304-$3800

            Video switcher/interface in each room-$7000

            Marantz CD burner/player dual both room-$760

      Total bid price after adjustments:  $87,560.99

NAYS:  Northey

 

      Moved by Allen, seconded by Johnson to approve the T-1 proposal contract from Qwest in the amount of $394.00 monthly service.  All voted aye.

 

      Moved by Northey, seconded by Allen to approve the training dispatcher John Gesiriech, effective October 20, 2005 at a training salary of $5.15 per hour.  All voted aye.

 

      Kathy Evert, IGL Corridor director present with an agency update.

 

      County Engineer present.  Moved by Northey, seconded by Allen to reduce speed on 175th Street to 35 MPH from Hwy 71 easterly to approximately 1000 feet east of 235th Avenue.  The speed reduction proposal was discussed and approved by Dennis Daly and Todd Dolphin, from Okoboji and Spirit Lake respectively.  All voted aye.

 

      Moved by Northey, seconded by Johnson to approve a contract with Rohlin Construction of Estherville, Iowa in the amount of $78,015.88 for the Fall 2005 HMA Patching Project MP-04-05.  All voted aye.

 

      Miscellaneous secondary road issues and report were discussed.

 

      Owner’s representative present with weekly courthouse construction report.

 

      Several residents in attendance to discuss low impact development issues and the Bridges Bay development project.  Those present are requesting the supervisors send a letter to developers of the Bridges Bay project to use low impact development techniques in the project as promised in the written agreement for the zoning changes.  It was discussed that the county does not have a clear definition of LID and that several other developments in the county don’t appear to be using LID in the projects.  Moved by Johnson to send a letter to Bridges Bay developers as written by Supervisor Allen to reinforce the count’s desire to have the development utilize low impact development techniques in the development of the property and that they meet with the supervisors to review the LID plans as the project progresses.

      Time for consideration of Ordinance No. 05-6 AN ORDINANCE PROVIDING THAT GENERAL, PROPERTY TAXES LEVIED AND COLLECTED EACH YEAR ON ALL PROPERTY LOCATED WITHIN THE WEST SIOUX ESTATES URBAN RENEWAL PROJECT AREA, IN THE COUNTY OF DICKINSON, STATE OF IOWA, BY AND FOR THE BENEFIT OF THE STATE OF IOWA, COUNTY OF DICKINSON, OKOBOJI COMMUNITY SCHOOL DISTRICT AND OTHER TAXING DISTRICT, BE PAID TO A SPECIAL FUND FOR PAYMENT OF PRINCIPAL AND INTEREST ON LOANS, MONIES ADVANCED TO AND INDEBTEDNESS, INCLUDING BONDS ISSUED OR TO BE ISSUED, INCURRED BY SAID COUNTY IN CONNECTION WITH SAID URBAN RENEWAL REDEVELOPMENT PROJECT.  Supervisor Northey moved by approve the first reading of Ordinance No. 05-6, seconded by Supervisor Jordan.  All voted aye.

 

Moved by Jordan, seconded by Allen to waive the second and third readying of Ordinance NO. 05-6 and to pass, approve and adopt said Ordinance NO. 05-6 to be effective upon publication.  All voted aye.

 

      Moved by Allen, seconded by Northey to adjourn.  All present voted aye.
