County Board of Supervisors
Present are Supervisors Chairperson David
Gottsche, Mardi Allen, Paul Johnson, Pam Jordan and Wayne Northey.
Owner’s Rep present with weekly
construction report on the progress of the new courthouse. Moved by Allen, seconded by Northey to
donate two chairs not being used or planned for use in the new building to the
Maritime Museum. All voted aye.
County Engineer present. Moved by Johnson, seconded by Allen to
approve the transfer of jurisdiction agreement with West Okoboji for Old Hwy
#71 in Maywood, with Dickinson County to pay the City of West Okoboji the
amount of $46,570 in return for the city taking the jurisdiction of said
highway in Section 31 of Center Grove Township. All voted aye.
Moved by Northey, seconded by Jordan to
approve the recommendation of approval of a utility relocation agreement with
Clay Regional Water for the possible relocation of a 4 inch and 8 inch water
line on County Road M56, as this agreement is a part of the M56 resurfacing
project for 2006 and could cost the county as much as $116,683.19. All voted aye.
Various drainage district repairs were
approved and a quarterly budget review was presented to the Board.
Mike Walsh present with questions on a
proposed ethanol plant in the Superior area.
Since no presentation or application has been made to the board of
supervisors to date, there was little information that could be given to Mr.
Walsh.
Moved by Jordan, seconded by Allen to go
into closed session as per Iowa Code Section 21.5C to discussed current
litigation against the county. All
voted aye. Closed session

seconded by Northey to return to open session.

Hank Miguel and Phil Peterson present to
discuss low impact development methods at the Bridges Bay development and their
concerns that the methods be properly used.
Time for the public hearing on an amending
to Zoning Ordinance 102, Article 14 Resort Enterprise District. The Board discussed the proposed amendment
and its approval by the Planning and Zoning Commission. It was moved by Allen, seconded by Jordan to
concur with the recommendation of the Zoning Commission by amending the
Dickinson County Zoning Ordinance #102 as follows: Article 14 Resort Enterprise District, Section 5, Bulk
Regulations D. Minimum Side Yard Setback to read: For the perimeter side yard of the entire property-12 feet, both
side yards shall total at least 45 feet.
Distance between principal buildings on the same parcel of land shall be
24 feet. Roll call vote: Allen-aye,
Jordan-aye, Johnson-nay, Gottsche-aye, Northey-aye. Motion carried.
Moved by Allen, seconded by Northey to
adjourn. All present voted aye.
